In 1927 a young journalist Umberto Fruggiele met
in Paris with Auguste de Chambure, owner and founder of Argus de
la Presse and discussed the idea of an International body of press
clipping agencies.
Although nothing came out of it at the time the idea lived on and
in 1952 Gerard de Chambure who had succeeded his father at the head
of Argus de la Presse went to see Umberto Fruggiele, now general
manager of Eco de la Stampa. They agreed on the idea of trying to
establish a world’s clipping bureaux and set up a meeting in Paris on
April 1954.
Eleven bureaux came to the first meeting in Paris and agreed on
the by laws. Thus FIBEP (Federation Internationale des Bureaux d’Extraits
de Presse) was established. Today it has 83 members from 38 countries.
